Come to think of it, when I lived in Scotland I didn't have strictly water bills. There's a "council tax" which is based on (I think) size of the place, or maybe on its value. That includes stuff like water, waste collection and other things that are sort of tied to locality.
Even if you use no water, you still owe the council tax, so technically the water itself is free, or might at least be considered such by locals.
