It never went anywhere but the labeling theory is one of the things I learned from studying criminology.
Seems like the issue is more uselessness co-opting the saying to justify their own contentedness to being pegged where they are, or a reflection of their own inability to rise above and attempts to stifle those that can and should out of jealousy.
But it's very similar to "A place for everything, and everything in its place." A place for everything means a place is made for the thing. The thing cannot be pre-judged as you don't know the end shape or result of the thing. A place WILL be made FOR it.
You have a purpose and your country has a responsibility of finding and utilizing that purpose FOR the people and in turn you, because doing so will only benefit everyone.
What an old person take on such a saying but it's probably from a time when Man was actually great. XD
