Yes, that is one level of character in the "war" for sure. Some just have no hurtbox, or are stupidly strong with quadrillions of HP, or automatically KO the other character using a series of options that eventually hits the level of arbitrary code execution just to auto kill the other guy, there are even a few that just close the game and open up a browser window to youtube with a video saying the character won.
Otherwise the vast majority of characters are just normal and these days you won't accidentally come across the autistic war characters by accident since all the major hosts banned them due to the actual malware. The whole idea of the game is to build your own fighting game, either by making your own characters or by downloading ones other people made, filling it with stages and music, and then just having fun with it as a fighting game.
