It has nothing to do with being poor, it's cultural. Look at street food videos from countries even poorer and with lower IQ than India, say Nigeria, they use utensils and keep their cooking area clean, don't spill food all over the ground, and don't touch food with their filthy hands.
Same thing with traffic, in poorer countries they do their best to keep some order and follow at least an outline of road rules. In India it's complete anarchy and chaos, lanes are non-existant, people crash and die all the time, school children taking the school bus hang from the sides and fall off and get ran over.
Anyone who had to do business or worked with jeets know how it's like. "Yes yes I will be able to of course sir" then they have absolutely no idea and won't be able to at all, it's like they don't think more than ten seconds ahead.
The jeet who did a U-turn on the highway is a great example of the jeet way of thinking (or complete lack thereof). They don't understand rules and planning and that doing things properly is necessary. Had a jeet collegue who stole a laptop at work when it was left unsupervised and hid it under his desk. He was caught the same day and got fired from the job that would have paid him enough to buy one after three days of work.
