Country roads here are 60mph so going 68 is barely speeding, legally yes but it wouldn't make the difference between life and death. You do have a point about it being next to houses so there's probably a lower limit on that section, maybe, it's not like it's made clear in any way.
>one would naturally assume the oncoming car is doing the speed limit. it's not always easy to judge if a car is speeding
This is the dumbest shit I've read all day, most people judge a car by how fast it's going not by calculating the speed limit in their head. Roads around where I live have a trillion speed limits depending on the location, some city roads are 20, some are 30, some larger ones are 40, some are 50. Highways are normally 70 but some sections are 60 or 50 for retarded reasons, and people regularly go 80 on a 70 road (though rarely on the edge lane but not never). Sometimes a grandma is driving 10 below, or in a city road especially maybe someone just stopped for another reason (like a pedestrian crossing) and is just pulling away so is accelerating slowly.
When pulling out I have literally never once in my life stopped to check or guess the speed limit on the road I'm turning to. You look at the car and how fast it's approaching and judge based on that. It's fucking natural assuming you have two working eyes and basic spatial reasoning.
