Sure you can. h.264 and vp9 codecs both let you set a target bandwidth for how lossy you want the compression to be. if you want it to fix in a 6MB file, you can choose to make it look like ass no mater what container you're using.

what a stupid thread. webm is just a container around the actual encoding, same with mp4. the real question is have you used H.264 or AV1, the latter taking quite a lot of time even for a few seconds on most laptops, so for regular tiktok shit is is typically not worth it.
