There are water marks all throughout that image in the colors. Its doable but it's a lot of work using clone and heal tools. See if you can do a reverse image lookup on Yandex or any other search engine and see if there are other unwatermarked versions.

Would probably be better off vectorizing it in Illustrator or CorelDraw or using Vector Magic or some similar vectorizing tool. Corel and Illy have them built in but they're not that great.
