Unfortunately, all known WMD reserves are not enough to cause irreparable damage to humanity.
That is, this means that even if certain countries are destroyed, the existence of people and unaffected regions will continue, albeit with grave consequences.
This leads to a higher chance of using WMD, since it will not entail the guaranteed destruction of decision makers in response, and not just cities and countries.
