let's say a primitive spirit "claims" an area and another spirit wanders into it, so what happens then? they can't use violence to get their way, and they can't violate another spirit's free will, so how do they enforce it?

Yes. I own several acres and rent some spots. But it's up to me, or my contractors, to maintain the areas' safety. There aren't "police" for private property. But nobody wants to get eaten by a minotaur, or cursed by a security fae, so my security is solid.
