Because the animal just is. It doesnt make value judgements and most of them do not develop debilitating attachments and obsessions through a psychological complex. This is how man introduced sin to the world, he introduced evil. Man is neurotic, man is obsessive, man is a victim of ambition and motivation. When man masturbates he gets dopamine and then craves and hungers for the next hit. Animals in nature operate on a "whatever wins, wins I guess" basis. Animals around humans such as dogs have to operate on morals slightly similar to ours in order to "win". While they definitely have souls, as any dog owner would agree to, it's just a matter of proximity to civilisation versus the competition of nature.
