Under the traditional paradigm of Gods omnipotence and omniscience, the world is going through a sort of automated process that God wants. This means the stakes are ZERO. Dead babies go to heaven or become cherubs or not, it doesnt change that all things are inherently validated by their very existence. The answer to your question is something like 'because for all intents and purposes it doesnt matter'
