"Trillions of dollars" didnt go missing. They never existed in the first place.
Billions were counted two, three, four extra times.
The problem was departments not reporting that they moved money.
So A has $10, and gives it to B but doesnt record that.
So now, on the books, A has $10 AND B has $10, and then B gives it to C.
So now A,B, and C each have $10. Now we have $30, except we can only find $10.
$20 has "gone missing."
