They are in the astral world, aka lucid dreams.
Lighting can be a bit tough. I think there are two general ways to make it, one is classic create charge polarity between two objects. The other one I tried was while attempting to make a force whirlwind by rotating the chakra in the hand, it instead created atmospheric friction which worked to create lightning within the spiral similarly to how a van de graaf generator works.
Telekinesis is simple, but you have to believe it can work. I usually either use hand based puppetry, where the mind thinks the object its trying to move is connected to the hand, but I think that messed up the mental conception of hands. My right hand in dreams usually has 6 fingers due to this, and my hands often mutate in dreams, kind of disconcerting and annoying. I speculate this is due to how I trained telekinesis, where I have something akin to a mental finger I use to touch objects. When I try to use that mental finger and while looking at my hands, I think my brain registers it as an additional finger and adds it to the 5 already existing fingers.
I've also used other fantasy powers, eldritch blast was a fucking trip, dark maelstorm of energy which seemed malevolent. I don't use that one anymore.
Regular wand magic seems to work as well. Drawing sumbols to evoke the elements into the astral planes. I used that to make a barrier and it worked very well. I found that I didn't need to use somatic or verbal motion to cause magic, but utilizing those made it more precise and persistent.
For any of these spell feats, you can use them from memory from the source media. But to develop them further, meditate that your astral/dream body is doing them nonphysically. When you develop the intention and visualization for a desired magical effect through your meditation, even yogic action and mudras, the same effect will be very easily accessible and powerful in dreams.
