For millennia, the elites have been in contact with forbidden, occult, and magical knowledge.
They know.

Why the panic?

Because reincarnation is between timelines. You reset and repeat the same life over and over again, with different variables set upon death.

My guess is being afraid of respawning in a vastly (subjectively) worse set of circumstances. That, or artificially escaping the circle

They have old knowledge, they get much older, like 600-900 years old like some persons in the bible. And they have machines to transfer the soul to a cloned body. And who knows, maybe they have special rules for themselfs.

They don't know about reincarnation and their actions reflect it. Clinging on to material things till the last minute is the pattern of desperation and ignorance.

To understand reincarnation is to realize that there is more to existence and a greater mechanism that makes it all work.

There has to be an underlying supporting structure to allow souls to exist. It's up to you to figure out what that structure entails.
