All deities from every pantheon are fallen angels. When God placed angels over specific nations after Babel, some of those angels let that power go to their heads and became corrupt. I don't know how they did it, but it is implied that they would appear in some way to their designated nation as their deity. Which is why every nation's god looks different yet are the same office of "creator". Notice how in every movie that deals with the gods, there is always a line or 2 that mentions "free will"? That obviously is the real rule that God strictly enforces throughout creation - Human beings have free will.
