In the Bible God actually destroys hell in a fire at the end of the book and creates a new world that doesnt have suffering.
He also tosses Satan, his angels and the beast into the fire where they are tortured for presumably 1000 years.
The book doesn't say anything about Satan torturing people in hell, it alludes to it being punished by God for leading people astray and the parable of the vineyard also alludes to Satan being a servant of God who stole the world and went astray and God claimed he's going to remove him from the world and banish him to a fire as a punishment. It doesnt say anything about him ruling there or being a ruler or anything rather it seems more to say the fire is literally for satan to burn him and make him suffer.
In a sense however symbolically you might not look at the fire like a physical fire or one that causes physical pain, as Satan symbolically can represent God's spirit of enemy, it is literally God's adversarial nature/spirit of being against or not for, the spirit of being an enemy against something.
You could look at the end as God causes the 2nd death where he stops being against others for 1000 years and the spirit of enemy suffers because people are no longer against or hostile but instead are advocates or for each other.
