The easiest way to do it is to do it through this link https://kiwiirc.com/nextclient/irc.rizon.net/#/x/philes, or to use your own IRC program to join the Rizon server, then the /x/philes channel.

The server is small. There are between fifteen to twenty at a time, and five active at a time. People drop in and out fairly consistently.
