He's real, but it's not a cosmic force. He's just a psychopath who was taken here by the forces of Light to help develop this planet and its life, as this usually rehabilitates dark beings when they develop an affection for what they helped create, although this wasn't the Demiurge's case.

But he's too debilitated now to do anything, and the dark forces' human representatives have stopped receiving orders from the negative spirituality, so now they're completely lost and unorganized to do anything, the chaos you see in the world are them acting like cornered beasts and using their propaganda machine to appear like they're still in control, but their time is coming to an end.
