It's because of that small piece of Russia where Kaliningrad is. They do all kinds of spooky things around that area including flying strange ships, which then get sighted in eastern Poland. Most people are preoccupied with the strange things they do on Baltic sea and ignore the flying ships since, after all, it's just Poland.
