You need to have some level of authority and revelation. There is an aspect of overcoming the type of spirit. And your identity needs to be rooted in Christ. A random person cannot willy nilly command in the name of Jesus, you gotta at least be a Christian, and then after that there are degrees of authority and revelation. There are also spiritual contracts in place, that may in some cases prevent a demon from being removed by a specific individual, given certain circumstances. Jesus has a divine court where he sets up rules and makes arrangements with principalities. He is King of Kings after all. Specifically it is rare for a Christian to have dominion and authority over a principality. Authority in Christ is delegated not taken. Realized/communicated not forced.
The sons of Sceva tried and the demons said, "we know Jesus, and we know Paul, but who are you?" The demons then proceeded to beat them up and they ran away.
Now you can pray to Jesus(ask) regardless of authority or identity, as long as you are genuinely seeking in spirit and truth. If he answers or not depends on what he wants.
The prayer and fasting was necessary because people have unbelief to varying extents. There is also the aspect of being led by your flesh vs the spirit. And also an aspect of closeness to God.
Luke 5:33-34 KJV
And they said unto him, Why do the disciples of John fast often, and make prayers, and likewise the disciples of the Pharisees; but thine eat and drink? [34] And he said unto them, Can ye make the children of the bridechamber fast, while the bridegroom is with them?
