in other words, that's a list of real black projects you may have heard of followed by a psyop attempting to convince anyone who knows anything from the first half that "they" are listening

snowden was peak surveillance
the system is actually worse, and deteriorates massively every decade
too many people to keep track of, agencies in charge aren't competent to upkeep the system (what they had was a database fed by corporations asked to provide backdoors, since then that data has become trash like all corporate data, it was accurate only in the first few decades they were collecting it), now agencies are too afraid to hire the engineers required to fix it
because the only thing they have left is _public perception_ of competency, one more snowden would end this because the public would see the downward trend
the psyops themselves provide the evidence for this
they can't hire anyone competent because anyone capable of fixing the system would see that they have no ability to track anyone at all. at this point even high value targets may be slipping simply from inability to keep paying their spies
it's one of those exponentially more difficult over time problems.
