Can Someone explain this verse to me?
I was reading my ESV (with extended commentary) and came across this verse in picrel. ESV commentary is implying human rulers/ kings what do you interpret?

What thet mean ? it mean that SHEPHERDS not do what supose to do. They not fulfill GOD WORD and do his commanment and they are UNRIGHTEOUS.

It is the Elohim, Sons of El. El was the most high God in the days of Abraham and Melchizedek God would not reveal himself to Moses as YHWH yet.
