My personal theory is that it's purity of the bloodline. The purer the better. That's why elites have this obsesion of descent, lineage and bloodlines. Or if You believe in that new age shit then maybe age of Your soul, how experienced it is and how many times it have been here.

I can fairly confidentely say that my bloodline is shit and I am a subhuman by any and all possible standards. I was able to manifest only once in my life and it took me over 6 months of manifesting.

Best advice I can give You is not to manifest for something that's clearly impossible like for example a job as a doctor when You don't even have a finished high school and to not manifest for other people or something that influences too many people.

It's not a simulation. There's invisible forces to the human eye that can directly influence this world. I do recall genetics having some effect, but it was mostly related to suitability for different kinds of practices. If it'd affect potential for magic in general, you wouldn't have accomplished mixed race occultists.
