Once in a while these were agreed upon before incarnation because one soul only needs the childhood karma and the other doesn’t want to do that part but would love to take over the adult years.
These are rare by all accounts but it’s better than what most souls do when they just kill off the body and waste a beautiful face and/or mind

This is an absurd supposition. Karmic consequences are rooted in higher life memory, not in the brains dysfunctions or suffrage in this world. In other words, they become manifest after your spiritual journey (or inability to start one) becomes manifest and your essentially "come of age" in the sense that you are ready to face and solve the problems thrown your way. Karma isn't a magical system, but a logical one in the same sense that if you don't train your muscles you cant lift the iron and will be excluded from all events in life that might have been positive or interesting. If they want to step out of life, they have already "dealt" with the karma. If the state they landed inngave them no equipment to solve problems they care about or their psychological state is no longer sufficient to instate real change, perhaps there is nothing to learn and nothing to experience and it's time to move on. It is puzzling that you would suggest a system of governance and/or justice would utilize psychological dysfunctions or psychological impairments as a tool to mete out justice, when that mostly is caused by the tresspasses of collectives as a whole.
