Well, whatever it is I never got to cut in on it. From what I understood the entirety of the operation was in 2 divisions: the front, which I've been referring to by its internal name (Project Cicada) and the cult.

Antioch is the ringleader. My hypothesis is that there are 2 "heads", Antioch and whoever runs the cult that PC is attached to.
