You don’t seem to understand what per capita analysis is for. It’s not about blaming individuals, it’s about identifying disproportional outcomes between groups of different sizes. If one group commits or experiences something at a higher rate, that tells you there’s a disproportion. It doesn’t explain the cause, that’s a separate question, but it shows where the imbalance is.

The same logic applies to church-abuse stats: if you want to know which institution has a higher rate of offenders, you have to look per clergy member, not raw totals. Otherwise the comparison is meaningless.

Take violent crime data: Black Americans make up ~13% of the population but 26–30% of violent crime arrests. That doesn’t automatically prove anything about ‘culture,’ but it does show there’s a statistically significant imbalance worth examining.
