It's like how in GTA: San Andreas when you steal a car from traffic and drive it, multiple NPCs start showing up with the same car as you no matter how rare it is since it's already loaded so the game saves resources by copying it instead of loading a new model.

Reality is a simulation, but it's not drawn in real time. Patterns and aesthetics from big important events get re-used in unimportant unrelated places before the big event even happens since it's already buffered in the simulation's memory. Everything has to be queued and pre-loaded well in advance so that there's no lag. Predictive programming is just a side effect of the simulation's resource optimizing system.
