This is demonstrably untrue. I have seen people, with my own eyes, drink driving on multiple occasions and neither of those things happened to them. Don't get me wrong: I don't like it, I don't condone it, I don't think anyone should do it. But what you said is at best not entirely true, if not just generally wrong.
