Clay is nice, but you have to do a lot of research to understand what clay, tools, etc. to use. I tried making my own minifigures with clay before. It takes a lot of skill to get into refining features, but if you like working with your hands it could be enjoyable. There are tutorials online about clay. I used SuperSculpey. If I were to do it all again, I'd probably do 3D modeling because that way I can copy-past and edit the sculpts easier, as well as having a digital copy which won't degrade or get lost or damaged.
I'd recommend trying both avenues (3d modeling and clay) to see which method you prefer.
