What do you mean 20% probability you'll pull those two very specific characters in 200??? It's more like 0.2%. Not worth it.
Save and use them on Hare. Hare is an extreme must have. Like if you draw up a list of characters you need or you're virtually bricking your account then Hare is right up there. She's a staple character you'll always need while Terror and Wakamo are nowhere close to her.
If you're lucky you'll get Hare without much trouble and can save for limited Fuuka and maybe Haruna. Limited Fuuka is another "Get her or bricked" character,
