While this anime has been fun at times, it's far from well done story telling. Some interesting imagery, some really well done fights.

This has to be the greatest missed opportunity with the whole story idea. This is what the whole story is about, at least on the surface, as it's obviously the greatest conflict. One which could bring down every facet of society. The plot should obviously be framed around this central conflict, with each character having a slightly different take on what that conflict means to them, but it fails completely at addressing any of it beyond the surface level. No tearing apart cities and governments, no mass chaos unleashing humanity's darker nature, no people roaming the streets looking to nab people that even somewhat look like Skinner, no orgies, no wagies carrying on in spite of everything like drones, nothing. You can tell so many things about politics, the human condition, and more through this but nothing arises from this premise

It's funny because the show pretty much makes it clear at the start of the show that everybody's taken it and then later on establishes that the black guy was surprised to find that there were people that didn't take hapna.
Secondly, Covid is different in that you could avoid it by staying at home, avoiding direct contact with other people and then touching your mouth, or by diligently washing your hands. It was easily avoidable especially for me since I was a neet at the time, even if you didn't believe in it. If you didn't wear a mask or follow the rules, you could still be safe if the people around you didn't have covid.
On the other hand, hapna was so accessible and life-changing that everybody took it. This situation is so much different because they're basically saying that the large majority of the planet will die, and there's no avoiding it unless they find Skinner. Even if a couple thousand people thought the situation was fake, there'd be millions of people taking it seriously, just like how there were more people that took covid seriously than those that didn't.
In fact, we rarely see any different reactions to hapna killing everybody outside the first few episodes. A large majority of episodes just have crowds of people casually walking and driving around.

The Military subplot is really baffling at the moment
Why are the Army guys still holding up guns after they were told about the EO from the President? There's a Chain of Command and they received orders from the top officer. Guns should drop immediately. It would make more sense if the INSCOM guys were PMCs on Schneider's payroll. Then the threat feels a bit more legitimate. PMCs would be better for the mass assassin killing scene too, otherwise you have to explain why 30 US Army soldiers, presumably with families or loved ones, just died on American soil.
It seems like INSCOM picked up Skinner and forced him to make the drug lethal. I bet the US Army has a secret cure that they are waiting to deploy until everyone else is dead. Schneider is an interesting villain but I wish he was introduced much earlier as an opposing force for the main team.
I've been really hoping Skinner is some sort if disaffected person who engineered Hopna because he wants to change the world. But it's looking more and more like he was just a patsy.
