My assumption is that she was rejected by Neo-human society, and was taken in by paleo humans who didn't realize what she was (or offered her mercy anyway). It could be something as simple as she was injured, and the act of BEING injured made her lesser in the eyes of those around her and she was only brutalized more and had to flee to survive. Showing weakness immediately resulting in loss of status. But whatever the specific reason, she is now no longer capable of being a part of neohuman society and as a result benefits from blending in with the paleohumans, despite still considering them to be lesser animals.

I thought she was a Neo Human infiltrator from near the beginning. It was her dead expression that did it. Since she was in the original survivor group she’s probably a long-term infiltrator who tracks old humans originally for the purpose of keeping track of their toys. Or maybe she wants to meet her creator (parents)? Neo Humans are special amongst the natural enemies in that they seem to want to preserve humans, at least some, as toys.

This is in keeping with how other natural enemies work, with lesser and greater power scaling. I'm guessing there were 'normal' kaiju that the military of their world could bring down at massive cost and collateral damage, but then the mega kaiju showed up and there was nothing they could do to stop it.

The scars kinda go against the idea of the perfect neo humans, and if she was really just toying with the humans she could have easily takes out takuya and claimed he was struck by a lawless parasite guy.

Also, if she is an ally, she may just feel threatening him would be more effective in shutting him up then and there rather than explaining herself, especially as the others were immediately behind him. I do not think Heidi is a traitor, and her interactions with the other characters are interesting in hindsight. Heidi had no reason to hug Ario and wish for him to be safe. Meanwhile her body is injured presumably from torture. If she is a threat the humans could have already been captured or killed thanks to her.
