Putting aside the fact that he has no right to decide who should and shouldn't go to hell, the three kids this chapter didn't deserve to get keyed. They were troublemakers but not to the level of the previous guys or the kind that won't change their ways when growing up. This chapter made it obvious that he's gung-ho about using the key, despite the mark it leaves. Think of it as a drug addict at the start of his addiction. A small dose will stop being a small dose in a short time.
Raika understands that using the key ain't right. And he has barely any context to how it came to be.

I get the feeling that will be addressed. We had Otori about to kill herself and Asura driven to essentially murder people because of how utterly useless society was at keeping shitty people in check. Even the moral compass voice of reason Raika was failed by society and had to be saved by Asura.
What Asura is doing is almost certainly wrong in a karmic sense. But worthless shit heads like those cops are what created him. And he's arguably the lesser evil than them since, unlike them, he's helping to create the conditions for other people to live virtuous lives in peace.

Asura is still not keying what I or most people would consider normal kids who did normal dumb kid things. His standards have dropped from fledgling serial killers, yes. But he's still only going after probably the worst 1% of people, if even that.

The kid is called Asura which is a name with a very strong meaning in Buddhism. It's a sort of lesser divinity that is slave to strong passions and excesses. And he is happy to help people like Raika and Otori, just like is with any other good deed he does for someone. But that's not the same as deriving joy from sending people to hell. The way he sees it, he now has the power to stop bad things from happening to good people. When looked at it that way, not keying these people would basically be a bad deed itself.

I was going to write a rebuttal for your points. But I realized that speculating at this point of this story is just a matter of what each wants to believe. So I'd rather wait and see more varied development to give a proper judgement of Asura. Especially, one with more morally ambigious victims.
I still believe that he enjoys punishing others more than saving people, or at least is in the process of doing so. His reluctance to approach authority seems more motivated by either self-imposed responsibility or/and his inherited sense of justice. I think there is enough in the story to suggest that. If the development I'm seeking for does happen and I'm proven wrong I'm willing to eat my words.

You say it yourself. This was mostly a meditative practice. But to the extent that it was genuine martial arts training the emphasis was always on self defense and to do the minimum amount of harm necessary for that defense. Killing always results in negative karma, no matter the context.

The fighting by and between Japan's various Buddhist sects was never seen as a good thing from a religious perspective. And it's also worth noting that a lot of this fighting, especially during the sengoku period, was done by lay people associated with a sect rather than the monks themselves. Although they did fight too. Most of it was really not any different from all the other non-monk Buddhists who were busy fighting one another. Bad, but not a violation of vows or anything.
And the most notorious warrior monks were the ones that believed enlightenment was impossible without being reborn in the pure land anyway. So they didn't really give a shit. It'd be pretty funny if Asura could just nembutsu his way out of whatever consequence old man Yama has in store for him.

We got confirmation in the very first chapter that someone did try telling on the first group of bullies and it accomplished nothing other than getting that person targeted. They also put a fucking dead chicken in Asura's desk. How is a teacher not going to notice that? And even Raika seems to be of the belief that the only way to deal with the bullies is to beat the shit out of them yourself. It's entirely possible, likely even, that Asura had tried telling a teacher before but nothing was done about it, contributing to his learned helplessness.
Also, fun unrelated and probably inconsequential detail. When the old man does his "fortune telling" on Asura to find out about his mom, it looks like his eye starts bleeding. I didn't noticed that before.

Oh hell no. Once you've seen ACTUAL (not wushu bullshit) Shaolin Quan, they're mostly focused on combat. Some of them apply to fighting people in armor (whilst in armor yourself). Then again they were famous for their staff skills which was not an overtly lethal weapon. I guess breaking someone's limbs with a stick does achieve the goal of preventing someone doing evil deeds and yourself from killing.
