It's all gate weave and grain. That'll get you most of the way there.
THEN you can obsess over curves and things like that. Oh, and avoiding ~2010s Fate/Zero-tier CG backgrounds and camera movements.

This is like what you'd get if you told an alien who has never seen cel animation before to imitate it. But no one gives a shit because streams compress videos so badly that fine details like film grain, natural light, shading outlines, and the shadows layers cast on each other are blurred out anyways. Same situation as the upscaling grift in video games.

You'll probably see it more as younger animators get leadership positions. The old animations who used to work with cell generally aren't the ones pushing to go back to looks mimicking cell.

The animations for the Gundam Engage game also achieve something pretty close when they're trying to mimic old series and movies.

Trying for the life of me to find a good program for this that doesn't cost a thousand fucking dollars (I already bought vegas pro a while back, it's good for grain but their weaving is absolute shit and unrealistic).
Closest software I've found is After Effects, even though I'd rather not give a red cent to Adobe, I may have no other choice

Isn't this old hat? Cuphead showed that you can replicate cel animation with digital, and that was 2017.
The big thing with cel is the lower gamma is a result of the dark paper used to paint the cels on. Necessity is the mother of innovation. Generating stuff in a computer, you wouldn't create that vintage look organically, because the look came about due to happenstance.
