In retrospect, I think I finally realized why I find the Sound Village characters interesting: they feel sort of like a proto-Akatsuki, albeit more disjointed; looking back at it, it's interesting how you've got this small group of characters connected to one faction that hassle the protagonists for almost the entire story (I actually forgot that in some way, the Sound baddies are involved in every single arc except for Land of Waves), they've all got unique designs in abilities, are generally divided into smaller sub-groups, and of course they get killed off bit-by-bit, it's just that they're not really given the same kind of gravitas that the Akatsuki did

If we're trying to work this into canon, Kabuto is more professional with Orochimaru and Manda, but he's great at deception, so he'll employ psychological warfare against his opponents, making him come off more sadistic. Based on Danzo's behavior and dialogues (as well as the fact he still has all 10 eyes on his arm), it seems incredibly obvious he bypasses that too.

You can choose to agree with me or not on that, at the end of the day it's still fiction and has no clear cut answer, but if you start applying that rule without taking into account the very special Danzo situation and take it as gospel instead of actual character behavior and dialogues, then I can't take you seriously. We see "mechanical" rules being retconned all the time, INCLUDING Izanagi rules specifically. The way characters behave holds a lot more weight than that.
