I feel that's the underlying theme of part 2, it's more misanthropic and saying that humanity sucks. In part 1 there's hope and people are shown as the victim to devils, with people banding together and willing to use their own blood to revive chainsaw man, showing their faith in him as a hero. Humanity in part 2 just seems horrible, apathetic, selfish, and stupid. Every human is looking out for themselves and the kind ones get shat upon. Where it kinda falls of for me is the part where Yoru steals both Gun and tank devil from US and Russia and also cuts off all US gun owners pointy finger AND makes the statue of liberty into the gun devil. If you get really reductory about it, the only devil that would exist is the Death devil. Fujimoto doesn't seem to bother too much with these classifications given that there is a Sword AND a Katana hybrid.
I personally feel like a distinction between a bomb and a nuclear weapon is clear enough in the collective's minds to generate separate devils, the US has been dropping bombs with extremely high yields in the middle east for a while but it never alarms the general populace because they aren't "nuclear".
