Idk if that's a speech so much as a conversation. I know it sounds pedantic but that's probably why I didn't remember this page because Naruto and Sasuke were chatting, not pontificating to each other, at least to me.

In terms of "talk no jutsu" I feel like it's kind of a low level one because it only happened after neither of them could continue, not stopping the fight to do so, or preventing the fight entirely.

Again, those are my thoughts. You are correct in that there is a convo between the two.
