First off, it's filled to the brim with 90s quirkiness and humour, even the worse episodes will still be moderately entertaining to watch because of that alone. It's "soulful", as the younguns would call it. Makes the best out of its animation budget.
Usagi might as well be my favorite anime MC all things considered. She is cute, her shenanigans are always hilarious, the writers are not afraid of making her flawed and disagreeable at times(mostly her behavior with Mamoru once they are into a relationship) despite still being an all-loving idealistic heroine, she does suffer some actual (usually short-term) consequences for her behavior without going all the way into making her pitiful, slowly but surely goes through sensible character development without turning into another person.
The plot structure is simplistic, magical girls fight against bad guys who want to take over or blow shit up, but has a nice execution and some cool epic lore behind it. The main girls are all nice(with one notable exception... yes I mean the pink small one), the recurring side-characters are cute as well, and it has a balanced ratio of interesting villains(especially R) and ones that are just plain evil.
Only issue I can point out here is that, for a MOTW format, it doesn't have much in the way of interesting fights.
The romance themes work at first, then it's honestly barely there. First season does it right especially since the girls all get their own quasi-love interests, but then they just drop that entirely to focus on Usagi and Mamo(who is not very interesting honestly, Usagi deserved better). Other than that, it's magical girl stuff played straight but with its own "twist", since it's the first show mixing it with sentai before people started ripping it off so much to the point of memeing it into classic despite the whole point being doing a twist on the formula.
