I think the problem here is Kusnoki's cryptic deal is essentially the central conflict of the manga and thus it can't be addressed at the same pace or focus as a character like Snek. Snek can enjoy having her deal laid out explicitly because it's just fodder for more conflict among the cast whenever they please.

Of course, this is a consequence of the standards or romcom/dramadies. If the story was more focused, more tightly paced, Kusonoki's past would be getting more of a spotlight.

That's a reductive way to describe it. The arc served as a highlight for Kusunoki's development by giving her challenges that she overcame on her own. It was necessary to show that all that time with Shizuki did improve her. She gained a friend in the process and two in the aftermath. It also resulted in Shizuki realizing he is considered special to her despite how much they started to drift apart from each other.

And Irie got introduced with a small character arc for herself.

It doesn't. The story doesn't cast judgement on how the social conventions work, it just presents it as it is. It's the reason why Kusunoki asked for Shizuki's help. She wanted to change the way others perceive her and even in the previous chapter we got a glimpse into that with Irie's friends.
What the story paints as wrong is Hebikawa's inability to self-reflect and recognizing that people can be good.

I'm still debating on what the best outcome will be with Hebi's plan with exposing Kusonoki's "bad" side like either:
She exposes Kusonoki's bad side but she doesn't feel very triumphant about it because now Shizuki hates her, like, he's not traumautised by her anymore he just outright hates her, which breaks her because at this point she does have romantic feelings for him

Kusonoki doesn't have a "bad" side and this mindbreaks Hebi until Shizuki comforts her and helps her realise that her way of thinking regarding other people was wrong

I think that the second option is much more interesting and also the most likely outcome. If Kusunoki had this dark side it would just confirm Hebi's prejudice which leads to nothing. But if she's just a dork, that shows at least some hints of a human flaw without any malice, that will surely make Hebi question her ways even further. Ideally Hebi will drop her protective fake persona and help Kusunoki overcome those anxiety issues. Might be wishful thinking since I just want to see her being able to tease Keisuke afterwards.
