I don't particularly mind about his powerlevel, he was a considerable threat to the trio without being overly strong. His first flashback showed who he originally was, not who he actually is. There's clear nuance here. A once good-hearted guy turning into an irredeemable monster, irrecognizable from his former self is a pretty common trope, and I like it a lot.
The first moment that opened the possibility that the "Noh Mask" was just a façade and that he wasn't really in control of everything was back when Nue emerged from his back, forcing him to to inject himself a serum. And that was pretty late in the story, like volume 9 or 10.

Pretty much, though I think I would have been satisfied with any kind of goal, as long as he was determined to achieve it no matter what. And honestly I like what we got in terms of motive, a villain who's willing to fuck over everyone just for the sake of one person is kino.
