My personal experience:
Step 1 have a decade of experience watching subbed anime.
Step 2 learn kana
Step 3 learn the 2k most common words
(use a flashcard app like anki for step 2 and 3)
Step 4 start reading (about 2-3 months after step 3), be sure to pick something you want to read because you will need to remain motivated because what would take a native 1 hour to read will take you 5 at the start (and you might never reach native level). You will read slowly, need a dictionary every other word, but you will notice yourself improving. You can add words you encounter to your flashcards, or get a bigger general flashcard database.
After enough time and experience you can stop with flashcards, depends on yourself.
