Pretty much everything, but if you had to sum it up it's that Anno is one of the most cinematically gifted directors in the world and was unafraid of making something about his raw, unfiltered experience with loneliness. Also, the humility to recognise where he genuinely went wrong (episodes 25-26) and to follow it up with the greatest movie ever made

Having the right balance of comedy, action, romance, fan service, and drama.
Really it's the perfect Anime because it has something for everyone.

90s Gainax was probably the the densest collection of talent the industry will ever see. Combine their animation skill with the mind of a madman writing his magnum opus like his life depends on it, temper it with the passionate and now experienced senior talent they cultivated, and give it the budget they'd saved up from several well-received adaptations, and you have pure lightning in a bottle. Rarely can you point to a single work as the high water mark of a medium the way you can with Eva.

We need to mention that most of the most well remembered scenes came from how little money they had. Those static moments are very memorable.

The supposed limited budget is a meme that won't die. It's leftover from the rumor that the last episode of Gunbuster was in black and white because they ran out of money for color film, and through a massive game of telephone managed to stick to Eva too. I can see why it spread so widely back before the internet and readily accessible english-language information about the industry but its persistence in the internet age is unfortunate.
