It's fairly recent, I don't remember if it was in a regular interview or in something he said for last year exhibition in Tokyo when explaining his inspiration for JJK. I think it was also when the JJK prototype pages were made publicly available, the one with Megumi as the MC and Yuji as his sidekick but Gege thought it was boring so he gave them different roles in the final product.

She wasn't even written. A piss easy way to compensate for what we have would have been to make her Megumi's biological big sister. With how the Zenin treat women and how they treat family members without any powers all the dilemmas we already see in the manga would have made a lot more sense. It's not like Tsumiki's mother ever mattered, you can just say she's Toji and miss Fushiguro's first kid and they had a second kid soon after she was born and then miss Fushiguro dies. No wonder Toji would be so hesitant to make the deal with his retarded family: Megumi would have a "better" life than Toji if he was part of the clan but then he would either be separated from his own actual sister, or she would also have to follow him but she would have been treated like dogshit just like Toji was and he would want to avoid that.
