One way to do this is to split the twins up at birth. Maybe Ichigo takes Aqua with him when he fucks off, and so the twins are raised out of view of each other until an important climax. Then you can flip back and forth between the perspectives. By having Aqua do all the hard work of recruiting for B-Komachi, Ruby has nothing to do with her time. Ruby is DESPERATE to see Sensei again, so it makes sense to have her "grow up early" from the perspective of adults.
