Some ideas I have:

I also have a similar theory about some sort of infighting in heaven and/or Ramiel being a unsurper. The heaven coin is inflated massively so it makes sense for someone to take advantage of the economic issues and try and take over. It doesn't help that the daughters of the king are on Earth sort of goofing off on top of the inflation.

The mysterious figure is actually Ramiel. I think Polyester or Polyurethane refer to him as Ramiel in the Japanese script and in the English dub/sub he refers to them as his children.

It's vaguely implied that the realistic art style during the transformation scenes is how the characters view themselves. For instance, sometimes the show will switch to another character's POV who see the angels in a realistic art style. So it's possible that the Poly brothers are actually very muscular as shown in their transformation scenes.

I think the brothers not wanting to work overtime is simply because they don't want to lol. We see in episode 6 where they are actually motivated to kill ghosts out of pure spite for Panty and Stocking, and they were so strong that the angels had to ask the demons for help on top of getting expensive weapons upgrades.

They could be collecting so much money because of the aforementioned inflation issues with the heaven coin. They could also be killing ghosts not because they need the money but because they've been assigned to do so.

I have no idea if the brothers are clones, genetically modified angels, cyborgs, artificial beings from the pants dimension, but I'm pretty sure there's something unnatural or artificial about them. There is something off about them but idk what it is
