We're introduced to Koku with his 6 eyes, then a few chapters later, we meet a robot built after a "great swordsman" that the robot needs 6 arms to replicate the movements of.

It's obvious from reading no further in the manga than this page, that the 6 Eyes man specifically became a demon out of envy from his inability to follow the movements of the "6 armed" man.
Not only are they different people, but 6 eyes definitely knew 6 arms before 6 eyes chose to become a demon.
