You know, Ichi is the first manga I read every week, because I like it, and I liked Iruma, so I understand that it appeals to me, and that there are probably dedicated Nishi or usazaki fans that vote for it each week. And maybe a whole bunch that keep one piece afloat as well ,and the only reason it dips is because everyone takes it for granted as uncancellable.
