Yes and no.
The main story essentially ends with no romance resolved (aside from confirming Neil married Claudia after graduation), and Monica (and Cyril) themselves not even aware they're in love with each other. The whole school arc was essentially Monica gaining a bunch of friends.
Instead, the sequel side story has many more scenes centered around romance, since Monica does become aware that she loves Cyril, but doesn't know how to handle these strange, new feelings. Cyril himself also becomes aware he likes Monica, but has insecurities over his general behavior towards her. And then you have Felix constantly failing trying to woo Monica while cockblocking Cyril. It doesn't end with them as a couple or even with a confession, but both Monica and Cyril inwardly are determined to try and get the other to like them back, so it's essentially a foregone conclusion. They have a handholding scene at least.
