Chisa, while I think she's a good character, was for a while (we're talking years, since this is a monthly manga) def a bit of a moeblob with little character development beyond "HMPH."

Once she opened up to Iori, we started to dig more into her, but "best girl" is easily contestable.

For example, Sakurako being so straightforward in a manga like this (as opposed to will they wont they bullshit); in addition to being a character with real and opposite goals to other protagonists and taking action towards them is very refreshing, and with her very strong personality it's no wonder people like her a ton.

I think that's extremely reductive and missing the mark. A shy dork being constantly pushed out of her comfort zone by the crazy people around her is solid character writing. Chisa also takes action for her goals which oppose other protagonists from the beginning, such as when she started the fake relationship, and in terms of ranking love interests she trounces someone who is introduced as a genuine skank.

I agree that Sakurako is a good and dynamic character, but she has serious negatives as a love interest if you aren't a masochist. Having a "strong personality" is fine, but it's not necessary for a good character, nor inherently superior to being more passive or reserved. This story is full of people with over the top personalities, if anything I find Chisa to be the refreshing one because of the sharper contrast.
