That's not what I am saying. I am saying that focus is a pie chart. Your attention can never exceed 100% of your attention. If 5% of your attention is on nipples, then that 5% of your attention cannot be focused on anything else.

Blood in Dragonball is actually plot/worldbuilding relevant, so it's not a great example but for a different reason than you think. If an attack can't even make the fighter bleed, then it is hard to take it as threatening. Early DBZ fights had bones cracking and holes being opened in people constantly. The stakes were visibly high and it added to the tension.

You're wrong in this assessment. This version of Ranma is for the same age demographic as the original manga, and the original show: teens. Adults are watching it, like adults swarm Pokemon cards, but that doesn't make the product intended for adults.
Now I won't deny that restrictions on teen media have gotten tighter in some places, but plenty of shows for teens have featured mannequin nudity so it happening in a currently-airing show for teens is not noteworthy.
